Dr. Lakshman Chandra De was born on 30th March, 1967 in West Bengal. Dr. Lakshman Chandra De qualifies for Antonie van Leeuwenhoek Research Award-2016 in Floriculture. He graduated in B.Sc.(Ag) Hons. from BCKVV, West Bengal and obtained his both M.Sc and Ph. D. Degree in Horticulture-Floriculture from IARI, Pusa, New Delhi. Presently, he is a Principal Scientist working at ICAR-NRC for Orchids , Pakyong, Sikkim. He has 20 years research and extension experiences in production and post-harvest technologies of horticultural crops of NEH Region and 4 years experience as Joint Director at ICAR , A.P.Centre. He has handled Nationally Funded Projects like NATP on ‘ IPNS for Vegetable Production System ’, Technology Mission on ‘HMNEH’, Mega Seed Project on flower crops and DUS Project on orchids .
He has significant contribution in preparation of DUS Test Guidelines on Cymbidium, Dendrobium, Vanda, Cattleya, Phalaenopsis, Oncidium and Paphiopedilum orchids . He has published 92 research papers and written 25 book chapters , 24 Technical bulletins , 78 abstracts, 36 popular articles , 29 reports and 9 training manuals . He is the author of 12 popular books titled ‘ Advanced Commercial Floriculture ’, ‘ Medicinal Herbs and Flowers ’, ‘ Post-harvest Technology of Flowers and Ornamental Plants ’, ‘ Handbook of Edible Fruits ’, ‘ Handbook of Vegetable Crops ’, ‘ Ornamental Crop Breeding ’, ‘ Value Addition in Flowers and Orchids ’, Handbook of Gardening , ‘ Nursery and Landscaping ’ and ‘ Production Technology of Commercial Flowers ’, ‘ Production of Seed and Planting Material of Horticultural Crops ’ and ‘ Commercial Orchids ’ which have been well accepted as reference books in ICAR institutes , SAU’s in India and abroad. He is awarded HSI Gold Medal in Floriculture in 2011, HSI Fellowship in 2013, IASR Fellowship in 2015, Heinrich Hertz Research Award in Horticulture in 2015 and Antonie van Leewenhoek Research Award in Floriculture in 2016. He has been included in Biography of Asia/Pacific Who’s Who (Vol. XIV) . He is a member of several scientific societies and National Level Committees and a reviewer of Journal of Botanical Sciences , Journal of Agriculture and Technology and Journal of Agriculture and Crop Research and Associate Editor of The Himalayan Review .
Government of India has focused floriculture sector during the 8th five year plan. In India, floriculture industry comprises cut and loose flower trade, production of nursery plants and potted plants , seed and bulb production, micro -propagation and extraction of essential oils. With the increase demand of flowers, floriculture has become one of the important commercial trades in Indian Agriculture . Therefore, commercial floriculture has emerged as high –tech activity taking place under controlled environment inside greenhouses. The liberization of industrial and trade policies paved the way for development of export oriented floriculture. India has now emerged as the second largest growers of flowers in the world . Fresh and dried cut flowers dominate floriculture exports from India. India has exported 22,947.23 MT of floriculture products to the world for the worth of Rs. 460.75 crores in the year 2014-15. Tamil Nadu is the leader in floriculture followed by Karnataka, accounting for 75% of India's total flower production and the state is having the highest area under both modern and traditional flowers. According to a study titled, " Indian Floriculture Industry : The Way Ahead " released by the apex industry body ASSOCHAM , India's floriculture industry is growing at a compounded annual growth rate to the extent of about 30%. India is exporting flower and flower products to different countries viz. USA, Germany, Netherland, UK, Japan, United Arab Emirates, Italy, Canada, Belgium, Australia etc.
During the last few years, taking an advantage of the incentives offered by the Government of India, a number of Floriculture units were established in India for producing and exporting flowers to the developed countries. Most of them are located near Mumbai, Pune, Bengaluru, Hyderabad and New Delhi and are getting the technical know-how from Dutch as well as Israeli Consultants. The country's first and the only Digital Flower Auction Centre is located in Bengaluru. Government of India has set up 60 AEZ ( Agri Export Zones ) among which sixes are related to flowers. Floriculture is the fast emerging major venture in the world, especially as a potential money-spinner for many countries in world. Many flowers and ornamental plants are being grown for domestic as well as for export market will provide more return/unit area than any other agricultural/horticultural crops. Modern-day floriculture refers to the production of high-value cut flowers such as rose , gladiolus , carnation , mums , orchids , tuberose , anthurium , lilium , gerbera , tulips etc. All these flowers fetch a high price in the market. Cut flower crops are congenial for flower arrangements/decorations for bouquets preparation and for floral baskets , have increased substantially and its share of the total trade has also improved. The sale of loose flowers of jasmine , crossandra , marigold , China Aster , chrysanthemums , gomphrena and gaillardia etc., are a roaring business in south India. The present trend in floriculture is involved for making dry flowers, extraction of natural colours and essential oils , plug plant production , turf industry , aromatherapy , fresh and dry flower arrangement , corporate landscaping , vertical gardening and hydroponics . There is lot of demand for good quality flower seeds and ornamental planting materials though out the country. Floriculture also generates self- employment opportunities round the year. Flowers symbolize the purity, beauty, peace, love, adoration, innocence and passion etc. Hence, many flowers are used to express the most sensitive, delicate and loving feelings eloquently what our words do not fulfil. In our society, no social function can be completed without the use of flowers, floral ornaments, bouquets or flower arrangements they are invariably used in all social functions. To an Indian flowers have a much greater significance in religions offerings. It has estimated that more than 30-40 % of the total flower productions are being consumed in Kolkata city alone used for worshiping and ritual purpose. Floral garlands , gajras and venis are required in marriage ceremonies for adornment of hairs by women of all ages, especially in the south India. In the present modern era, sicks are wished for speedy recovery by offering beautiful cut flowers, while the deads are bidden farewell with flowers along with tear of sorrow.
Flowers are very closely linked with mankind from the dawn of human civilization. Day to day the area under floriculture in India is increasing. Many progressive farmers are shifting to the field of floriculture. As compared to other countries there are many favourable factors in our country which can boost up the flower production in our country indicating that there is a large scope for floriculture in India and thus we can call floriculture as a " Sun rise Industry In India " and the factors are varied and dynamic agro-climatic condition , mild winters to export Indian flowers to temperate countries during winter festivals like Christmas, New Year Day and Valentine’s Day, availability of cheap labour, focused programmes on export, decrease in import duty on floricultural products upto the extent of 15 %, growth in the international market8- 10 % annually, interventions of government on setting upthe infrastructure for floriculture industry in major cities like New Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Pune etc., easy bank financing the farmers for hi-tech floriculture, implementation of various schemes of the government such as giving 100 per cent tax exemption on implements / raw materials used in greenhouse minimising, the rules and regulations related to import and exports etc. and earning more foreign exchange in floriculture by attracting and retaining large number of progressive farmers / entrepreneurs.
